You could distribute it using ground effect vehicles that essentially hover over the water and just sprinkle it out like grass seed over several passes
It’s basically just cat liter but it clumps oil😂
Distribute it from a helicopter. Maybe boat.
Why not just transport it in that or have it on the boat it’s being transported on so it can be used immediately if something happens
