  1. You could distribute it using ground effect vehicles that essentially hover over the water and just sprinkle it out like grass seed over several passes

  2. 3 ideas. Legitimate, Insane, & 'Murica
    Helicopter, like what they do for forest fires
    Pigeon guided munitions, like what the Brits tried in WWII
    If you want to go with the 'Murica method, probably some kind of bomb.
