These are called lightning towers and they intercept lightning strikes steering them away from the rocket, spacecraft and sensitive equipment, preventing damage or fire.
These towers are made of metal and are taller than the rocket. Lightning takes the easiest path to the ground so it will travel through the towers and not through the rocket.
